Prepare marinade:

 Soy sauce, rice vinegar, ginger, garlic powder, black pepper. Mix well.

Coat shrimp:

Stir shrimp in marinade, marinate for 15-20 minutes.

Cornstarch coating:

Drain excess marinade. Coat shrimp in cornstarch on a plate.

Fry the shrimp:

Heat oil to 350°F (175°C) in a deep skillet. Carefully fry shrimp, 2-3 minutes until golden brown.

Combine honey, sriracha, soy sauce, rice vinegar, garlic, ginger, and red pepper flakes in a saucepan. Cook for 2-3 minutes.
